The Plastics Industry Association (PLASTICS) applauded the bipartisan passage of H.R. 2145, the Recycling Infrastructure and Accessibility Act (RIAA), and H.R. 4109, the Recycling and Composting Accountability Act (RCAA), by the House Energy and Commerce Committee.
“Today’s bipartisan committee passage marks meaningful progress toward strengthening America’s recycling infrastructure and improving the nation’s recycling system,” said Chris Rager, Vice President of Government Affairs at PLASTICS. “Expanding recycling access, improving data collection and reporting, and increasing infrastructure investment are critical to advancing a more circular manufacturing economy.”
PLASTICS recognized House Energy and Commerce Committee Chairman Brett Guthrie, Ranking Member Frank Pallone, Jr., and bill sponsors Reps. Mariannette Miller-Meeks and Joe Neguse for their bipartisan leadership and support of the legislation.
Last week, during the Subcommittee on Environment markup, H.R. 2145 was amended to incorporate H.R. 4109, the Recycling and Composting Accountability Act (RCAA), aligning the legislation with the bipartisan framework established by the Senate-passed STEWARD Act.
“We urge the House to quickly consider and pass this bipartisan legislation,” Rager added. “Today’s action also builds momentum for additional bipartisan recycling and circular manufacturing proposals, including the Recycled Materials Attribution Act (RMAA), the Recycling Technology Innovation Act (RTIA), and the Packaging and Claims Knowledge (PACK) Act. These proposals would help establish key national recycling definitions and standards, support investment and innovation across all recycling technologies, and strengthen efforts to keep plastics in the economy and out of the environment.”
